Hall ran alongside incumbent Assemblywoman Cleo Tucker of Newark. Both defeated a challenge from former Maplewood Mayor Frank McGehee in the primary.

Maplewood and South Orange were recently redistricted from the 27th district where they were represented by former South Orange-Maplewood Board of Education member Mila Jasey for 16 years, as well as by former West Orange Mayor John McKeon. In 2022, South Orange and Maplewood were redrawn into the 28th district which now includes Irvington, South Orange, Maplewood and part of Newark in Essex County, plus Hillside in Union County.
