South Orange Police arrested Fuquan Bilal, a 22-year-old South Orange resident, on Wednesday at around 10:15 p.m., after a detective on patrol saw Bilal on Valley Street with a bicycle that allegedly been stolen from a So. Centre St. residence a few hours earlier, according to the blotter.
Police arrested Bilal and charged him with theft.
