South Orange’ s Spiotta Park (next to Chase Bank on South Orange Avenue) was home to the village’s annual Halloween Festival from 4-6 p.m. today. Revelers enjoyed music and games, Wanda the Giant Witch, and a costume contest, complete with refreshments and prizes. The event was organized by the South Orange Village Center Alliance.
