South Orange Village will appoint a new trustee at Monday’s Board of Trustees’ meeting to fill a vacancy left when Sheena Collum was elected Village President in May.
The Village Charter currently stipulates that the BOT must appoint someone to fill the seat by the second meeting following the swearing-in (which is Monday) or hold a special election.
“Under Article 2.4 of South Orange Village Charter, the Board of Trustees appoints someone for the remainder of the unexpired term,” Collum said earlier in June. If the BOT fails to appoint someone by a “yes” vote of at least four trustees, it must hold a special election.

Also on the agenda, the village will award an $11,500 contract to redesign its municipal website to CivicPlus, a company that specializes in creating municipal and governmental websites. CivicPlus redesigned Maplewood Township’s website in 2011.
The BOT in January issued an RFP to find a new designer for a website based on a WordPress open-source platform. However, earlier this month, the BOT voted to cancel the RFP and seek a developer with a “proven track record.”
In 2012, the Village hired MetaRhythm to redesign its site, paying a total of $16,800.
In a January interview with The Village Green, former Village President Alex Torpey cited the benefits of using an open-source platform such as WordPress versus a proprietary system such as CivicPlus.
